Riccarton bus lounge bylaw plan hits snag By Bridget Rutherford A BYLAW to curb anti-social behaviour at the Riccarton bus lounge would provide little benefit, and could be in breach of the Bill of Rights, a city council report says. The report on whether the anti-loitering bylaw idea had merit has been prepared for the Halswell-Hornby-Riccarton Community Board to consider at its meeting this afternoon. It said a bylaw would not be appropriate to address the issues, wouldn’t offer any advantages over existing enforcement tools, and would likely be costly. It also said a bylaw could be in breach of the Bill of Rights Act, because it would regulate the movement of people, or their access to public places. “Case law suggests the council could potentially be exposed to a legal challenge as a
result,” it said. Local police and the board asked staff to investigate introducing the bylaw to try and prevent youths from loitering near the bus lounge and Division St. Since opening in 2015, the lounge had been a hot-spot for trouble-causing youths. Nearby businesses have had enough of them loitering and intimidating their customers. The report said a bylaw would not enable police to issue instant fines, so it provided little advantage to the tools they already had. City council staff were also looking at whether the Trespass Act could be used to address the issue. But the report said it should only be used in “sufficiently serious circumstances” and could just push the problem elsewhere. • Turn to page 7

This would give them the power to arrest, apprehend or simply warn the people who play-up there; a constant source of pain for bus users. But now the city council (see page 1) says a bylaw could be in breach of The Bill of Rights, amongst other things. Why then would the police suggest it? Because a bylaw gives them more teeth to deal with the fights and intimidation that has beset the facility. Said a council report: “Case law suggests the council could potentially be exposed to a legal challenge as a result.” Show some teeth, get the bylaw in and solve the problems. – Barry Clarke

Jellie Park cycle incentive cut
By Julia Evans SPENDING on cycleways in Christchurch has topped $156 million. But the city council will not continue an incentive programme to get people cycling to Jellie Park Sports and Recreation Centre because there was not enough uptake during the trial. And Fendalton-WaimairiHarewood Community Board members can’t see the logic behind it. During February, to coincide with the Cycle Aotearoa Programe, the trial was run that if you cycled to Jellie Park five times you received a free pool entry and bottle of water. It was deemed a success by board chairman David Cartwright as well as board member and chairwoman of the Jellie Park Bike Initiative Project committee, Bridget Williams. Ms Williams said the initiative provided “simple wins” such as health benefits, easing traffic and boosting cycle numbers. It was intended after the trial that the scheme would be rolled out across all city council sports and recreation centres, such as Pioneer and Graham Condon.

PHOTO: ANDREW KING But she said a month was not long enough and it would take time for public awareness to build. “I don’t see any harm in it continuing, people just need a wee bit of a carrot . . . good things take time,” Ms Williams said. And Mr Cartwright also said he didn’t understand why it wasn’t continuing. “We’ve spent a significant
amount of money putting cycleways in, it’s a good way to get people using them,” Mr Cartwright said. He said making people leave their cars at home required good infrastructure and a change in attitude. The community board received a report from city council western area operations manager Martin McGregor. It said there were 117 visits
to Jellie Park by bicycle in February. “The programme ran smoothly and had a small to moderate uptake,” Mr McGregor said in the report. But he said the uptake didn’t suggest there is a demand for a permanent incentive. Though it will run again next February at all centres. “This trial has shown that run in conjunction with the nationwide awareness programme during the month of February engagement in the idea of cycling to our centres can be maximised,” he said. The incentive proved there were at least 100 empty car parks that would otherwise have been full during a peak summer month, Mr Cartwright said. The community board also funded bicycle locks for Jellie Park. They are being used 30 times a week and will soon be available at all centres. In Brief NEW PLAY EQUIPMENT A new swing and slide will be installed at Picton Reserve in Riccarton. In December last year, the Central Riccarton Residents’ Association presented a deputation to the Halswell-Hornby-Riccarton Community Board requesting a swing and slide at Picton Reserve suitable for children under 10. The board allocated $11,600 to the purchase of the new equipment. CYCLEWAY UPDATE City council staff are currently working on the scheme design for the South Express cycleway’s Gilberthorpe to Templeton section of the route. This work follows on from the previous scheme option for that section of the route from Hagley Park to Gilberthorpe. Staff will then brief the HalswellHornby-Riccarton Community Board on the designs prior to public consultation. YOUTH REPORT Tomorrow the annual Youth Custody Index report will be released by students from Christ’s College and St Thomas of Canterbury. Christ’s College student Nuku Tau was involved in the project last year. He said the project is run by a group of senior students and is a collation of information regarding the state of youth in custody in New Zealand – both good and bad.

Star Media scoops awards
THE STAR has been judged the best of the best at the New Zealand Community Newspaper Awards. The Star, part of the Star Media Group, scooped the three top awards – best newspaper, most improved newspaper and it also took out the supreme award which covers newspapers, magazines and websites. Venetia Sherson who judged the supreme award category said: “The Star is bold in design and bold in attitude. It’s also very much encouraged by the uni which puts the parking prices up exceedingly high on purpose to discourage driving. Two of my flatmates have been knocked off their bicycles by cars who were completely in the wrong and just didn’t look. At least if they’re going slower it might help. I also think that this route which is used as a rat run from Clyde Rd to Kilmarnoch St be blocked at

Rebuild Dozen venture into the hills mirrors school’s strengths Kia ora koutou. Talofa. Kia Orana. Malo e lelei. Bula. Fakaalofa atu. Namaste. Kumusta. Haere mai ki Te Huruhuru Ao o Horomaka. Warm greetings to the Hornby High School community. Our school rebuild is now well under way. Leighs contractors are established on site and the demolition of the administration building and library has been completed. Site works are the current focus of activity with excavation of foundations and steel placing progressing well. It is becoming increasingly easy to see the scale of the first of the new buildings that we will live and learn in. Every school is of course more than just its buildings: it is the people and the activities that take place within. He tangata he tangata he tangata. Every school offers a huge range of opportunities, and Hornby High School is no different. In a recent newsletter column I reflected on the huge range of activities on offer to our students. Last week I spent some time at our annual Year 10 camp and I was reminded (as if I needed to be) of the many outstanding students who live and work daily at Hornby High School. The camp presents students with opportunities to challenge themselves, opportunities to step outside their personal comfort zone and experience personal growth, and almost without exception they take those opportunities. This term we have had students engaged in the application of new technology, and our Year 7, 8 and 9 students have been learning about business and marketing as they progress through their business kete. A special highlight for us all was an address from Janine Morrell-Gunn (Hornby High School’s first ever Head Girl), and Jason Gunn, both outstanding examples of how we can combine creativity, business, and a sense of moral purpose, to the benefit of our communities. They were a true inspiration to us all. The business kete study ends on the last Wednesday of the term, 6 July, 11am to 2pm, with our special market day which is open to everyone. The day ends with a special celebration of Matariki, and our arts evening filled with wonderful examples of student creativity, and again we extend an open invitation to everyone. We have been thrilled to see our Kapa Haka group rebuilding its momentum under the guidance of our new tutor. Term 2 also saw the start of our Pasifika homework club operating Monday, Wednesday and Friday, 3.30pm to 4.30pm, every week, and also the Pasifika PowerUp programme, every Monday 5-7pm. As a school we fit all of this in while still maintaining and improving a rich programme of academic learning. Our implementation of the Manaiakalani pedagogy (Learn Create Share) using the power of digital technology is having significant impact on student learning, and the data collected by Auckland University’s Woolf Fisher Research Centre continues to show great gains in achievement. Twelve Hornby students recently took part in a three-week Wilderness Adventure as part of the Project K programme. Project K is sponsored by the Graeme Dingle Foundation and designed for Year 10 students. It has four stages: an induction; a three-week Wilderness Adventure during which the students are taken into the mountains for three weeks; a Community Challenge; and a 12month Mentoring Partnership with trained adult mentors. The students tell us that being on the programme increases their self-belief and confidence and it has been proven to significantly improve academic performance.

Students help out in Vietnam At the start of the Easter holidays, 13 students and two teachers travelled to Vietnam. The first part of the trip was a community project for which $1500 had been raised by the group prior to departing for Vietnam, to build a kitchen in the house of a family living in Pung village. After three days the group returned to Hanoi and then went onto Halong Bay for a welldeserved break. The students commented that it was a worthwhile and eye-opening experience.

SIX YEARS after St Peter’s Anglican Church was destroyed in the February 2011 earthquake it is still a long way off from being restored. But the Halswell-HornbyRiccarton Community Board is helping the process move along after approving a $15,000 grant. The money is going towards compliance costs, such as fire, electrical and plumbing compliance as well as building and contract work consent. It is only half the $30,000 funding asked for. Fundraising for the $2 million needed for the repair started in November. About $500,000 has so far been found. Reverend Nick Mountfort told Western News they hope to have the church restored by 2019. The resource consent for the rebuild of the historic church was first approved by the city council and Heritage New Zealand in 2015. But the official campaign to raise funds for the rebuild did not begin until November last year.

Rev Mountfort said while the church started fundraising immediately after the resource consent was granted, it did not have a website and booklet ready for the official launch. The project will together cost $3.9 million, $1.5 million above the insurance pay-out. Undamaged stone walls will be strengthened to maintain the original architecture of the church while the north and south transept will be
extended to allow for more amenities that were not in the old building. The extension of the northern transept will open up a gathering space including kitchen facilities. In addition, the southern transept will allow space for choir and worship space. “The church is beautiful but there was no toilet or space where you could have morning tea,” Rev Mountfort said.

Fashion Film inspires volunteer’s Gardening 30 years of kendo
By Julia Evans WITH A name like Hitchcock, it doesn’t come as a surprise it was a film that inspired the Merivale coach who received an award for his volunteer work. First seeing kendo on television in the early 70s, it wasn’t until Karl Hitchcock saw the first Star Wars film in 1977 that he began practising the sport himself. “When I saw it first, it was something I wanted to do and then when the Star Wars movies came out, it made me want to do it even more,” he said. Although he did admit the early Star Wars films didn’t
really get kendo right – it was 1999’s The Phantom Menace that was choreographed by a kendo instructor. “It was the only good thing about that movie,” he said. Fast forward 11 years and in 1988 Mr Hitchcock co-founded the Canterbury Kendo Club – Sei Tou Ken Yu Kai – with Alex Bennett. Last week during Volunteer Week after almost 30 years and 12,000 hours of dedication to kendo, Mr Hitchcock received an award for his service. When it began, Canterbury Kendo was one of the first kendo clubs in New Zealand and the first in the South Island.

“Back in the early days there weren’t many people doing it,” Mr Hitchcock said. Now the club has up to 40 regular members, which the club puts down to his commitment to the sport. Mr Hitchcock coaches both children and adults classes for eight hours a week on a Monday, Wednesday and Friday at the club’s Sockburn dojo. For Mr Hitchcock, there is a very deep connection to the sport – he finds it centres and relaxes him, helping with his bipolar disorder. “I use kendo as a mirror for my mental health … kendo evens me out,” he said.
Wild weather puts firefighters to the test By Mark Thomas - Specialist fire investigator JUNE 14 was quite a busy day for city firefighters. Early morning the call came in to what eventually turned out to be a fatal fire on Barbadoes St, not far from the city fire station. Two fire appliances attended and while they managed to rescue the occupant alive, his injuries were such that he passed away a few days later. Within a minute of this incident, a house fire was reported in Peverel St, Riccarton. A candle had been lit for a religious rite but the occupant had fallen asleep with it still burning. A wall display ignited, in this case setting off a smoke alarm. No real damage was done

For the rest of the day, wild weather caused power lines to fall in several parts of town, trees to fall and in one instance in Spencerville, a trampoline went walkabout on to the road. Wild weather, or alternatively still, cold weather with associated frost will be the norm for the next eight to 10 weeks. This means home heating will at maximum usage. Things like the metre/heater rule where nothing combustible should be placed closer than a metre from a heat source, care with fire ash – which burns down woodsheds, porches and garages every year, and not leaving the house while the dryer is operating all become more important than ever.

Over the next few years land will be progressively developed into residential sections along Yaldhurst Road and Steadman Road and then into other parts of the property. It does not however intrude into that portion of the land currently occupied by the Riccarton market”. Plans released by the developers, Ngai Tahu Properties, show the proposed subdivision being done over 6 stages which when completed will provide approximately 600 new residential sections. “In preparation for the development the Riccarton Market has reduced its footprint and condensed the number of stalls available. The Racing Club has offered other land closer to the entrance in exchange for land surrendered by the market. These new areas will be incorporated into the market over time” advises Ross Binning, Chair of Riccarton Rotary’s Market Committee. “By reducing the footprint now we have been able to provide additional parking for our customers making coming to the Riccarton Market even easier. Over the summer months we have been getting crowds in excess of 10,000 people every Sunday.

The Riccarton Market has been in operation for 29 years. Over that time it has moved location several times. From its origins as a ‘car boot sale’ located at the Riccarton Mall carpark, it moved to The Bush Inn, then outgrew sites at Riccarton High School and then at the University, relocating to the racecourse site more than 15 year ago. It has become an institution in Christchurch – described by the Christchurch City Council as ‘an icon’ for locals and tourists alike. It is the largest charity market in New Zealand and with room for over 300 stalls it is arguably the largest weekly market in the country. During this period Riccarton Rotary has donated more than $3 million to local charities and individuals as well as supporting other national and international projects especially at times of emergency. “It is disappointing that people still talk about the Riccarton Market closing” says Craig Murphy. “In many cases those people are directly associated with competitive markets around the city so they no doubt see it to their advantage by creating uncertainty about the future of the Riccarton Market. Fighters selected SPORTS
By Andrew King TWO fighters from International Taekwon-do in Burnside have been selected to compete overseas in October. Kris Herbison and Callum Woodill will fight for their country at the world championships in Dublin, Ireland alongside 57 others. For Herbison, it is a welcome return to the international scene after receiving a silver medal in the team power event in 2009 held in Argentina. Strong competition and injuries kept him from selection until this year and he said he is really excited to get back into it. “I have been putting in a lot of hard yards in the gym and working on my skills,” he said. He will compete in the individual male power category, which only two from New Zealand could enter, and is hoping to make the power team as well. The power event tests athletes by getting them to break a number of boards. Woodill will compete in the individual sparring event and is hoping to be included in the power and special techniques teams as well. Those teams will be selected closer to the tournament.

Lincoln High beat St Thomas last week 3-1 taking the shield with them. Burnside will play Lincoln at 4pm at the Christchurch Football Centre, where all league games are played this year. Burnside lost 3-1 to St Thomas two rounds ago but now have another shot at the shield. Coach David Williams said he thinks his boys have what it takes. “Lincoln will be a hard opposition, so to get a win will mean again playing some very good football,” he said. He said the main goal for the squad is to qualify for the national tournament in Napier and taking three points

highlights BHS Stage Challenge 2017 Tragic mine disasters and depletion of fish due to pollution and over fishing were two strong themes portrayed by the Raw and Open Stage Challenge teams at Burnside High School this year resulting in first place for Raw and second place for Open. The Raw team, comprised of Year 9 and 10 students, gave a moving performance based on two of New Zealand’s tragic mine disasters, Strongman and Pike River. There was a personal connection between both as one of the students’ great grandfather was in the Strongman mine disaster in 1967, that killed 19 men and another student’s brother was killed in the Pike River mine explosion.

The following night the seniors performed in the Open section of Stage Challenge. Again the team of 100 performed with passion to warn us of the dangers of pollution and overfishing in our oceans. Clever recycling of costumes of plastic bags and black fabric depicting an oil spill emphasised the theme that you can’t eat money and we need to look after our environment now. Both teams were student-led and the stringent rehearsal schedules and commitment to their teams resulted in deserved results and a greater understanding of two significant events in New Zealand’s history as well as an appreciation of the risks of exploitation of our reserves.

Sports Leadership running for CanTeen On the 15th of May the Burnside High School Sports Leadership classes participated in a 24 hour run to raise funds for CanTeen. This charity supports teenagers suffering from cancer to continue to enjoy life and everything it has to offer. At 3:15pm on the Monday, the continuous run began with fifty students and two teachers making up ten teams who would pass the metaphorical baton to keep moving around the one kilometre track for 24 hours. Many pupils had gained sponsorship per km to help motivate them round the track - with the aid of head torches in the darkness of the night. However, the real motivation came in the form of all the supporters who came and joined in, with staff, ex-pupils and hundreds of Burnside High students jumping on the track throughout the day. There was a very special appearance from the principal Mr Holstein himself, donning his running gear and showing the students how it is done, this provided a big boost for the weary runners. By 3:15pm on the Tuesday, after some much needed complimentary massage the whole team joined together to complete one last kilometre around the

Ingredients
Beef cheeks naturally contain a lot of collagen which, when cooked long and slow, converts into a luscious rich texture. The cheeks will be extra tender and flavoursome if prepared a day in advance and will taste even better. Ingredients 6 cups Beef stock 3 Tbsp Rice bran oil ½ cup Carrot, diced ½ cup Onion, diced ½ cup Celery, diced 3 Garlic cloves, peeled and sliced 1 Tbsp Tomato paste 2 cups Red wine 1 Bay leaf 4 sprigs Fresh thyme 1 sprig Fresh rosemary, small 1.2 kgs Beef cheeks, 1 cheek per serve 1 tsp Salt Directions Heat the oven to 140 deg C. Bring the beef stock to the boil. Heat the oil and fry the

vegetables, garlic and tomato paste for 10 minutes to lightly caramelise. Turn the heat up to high, add the red wine and reduce by half. Season the beef cheeks with salt and pepper then place them in an ovenproof casserole (or use a slow cooker). Add in the reduced wine and vegetables. Add the herbs and cover with beef stock. Cover with a tight-fitting lid and cook in the oven for 3 hours. To make the glazing sauce,

strain off half the cooking juices into a saucepan, bring this to the boil and reduce until thick and syrupy. To serve, gently reheat the cheeks in the remaining cooking juices. Cut away the stalks then thinly slice into strips. Mix all the pork seasoning ingredients together, then stir through the sliced pork. Heat 2 tbsp of oil in a wok until it begins to smoke. Add the beaten eggs and slowly stir to scramble. Remove from the wok and reserve. Heat the remaining oil in a wok. Add spring onion and ginger before adding the seasoned pork. Quickly stir-fry for several minutes until the pork is just cooked. Add mushrooms, bamboo shoots and greens. Stir fry for 2 minutes before adding the hoisin sauce, soy sauce, rice wine or sherry, and a pinch of salt. Toss well before returning eggs to the wok to reheat. Serve immediately.

Burnside High takes on Disney classic

By Julia Evans FOUR MONTHS of preparation will come to fruition when Burnside High School performs its musical production of the Disney classic, Beauty and the Beast. Performances start next month but if you drive past the school now you might notice a container sitting outside the Aurora Centre. Inside is the secret to the production – the original set used in the 2006 Showbiz production of Beauty and the Beast. With a cast of more than 70 students, head of Arts Faculty Gavin Hurley and arts consultant Ravil Atlas were mulling over which musical to produce this year. Their thoughts went to the talent available and what kind of production they could afford to do. But they’d heard a rumour the sets were sitting somewhere in a container on a farm in Darfield. “We knew we had the perfect cast available for Beauty and the Beast but we also understood that it was a Disney show and needed

the requisite wow-factor of a production,” said Mr Atlas. Mr Hurley went to see if the rumours were true and after a visit to Darfield, the sets were indeed discovered sitting in a container. Arrangements were made to get them back to the school and the costumes were located in the North Island, so the show was booked and practice began. Both the sets and costumes
were made by Showbiz in conjunction with Peter Jackson’s WETA Workshop. “I saw the National Academy of Singing and Dramatic Art use them to great effect a few years ago in Ashburton and I knew if we could get the sets and costumes we could put on a great show,” Mr Atlas said. The student orchestra will be led by Chris Petch, head
of the music department, with the direction falling to Mr Atlas, a former Broadway performer, now conductor and stage director. Beauty and the Beast will be held on July 20, 21, 22, 27, and 28 starting at 7pm. Matinees are available on July 23 and 29 starting 2pm. Tickets can be purchased through the school reception or by phoning 358 8383.

• From the broader ‘teaching and learning literature’, there is strong evidence that the quality of teaching which students receive at all levels and stages of schooling is of major importance in influencing achievement outcomes for students. • While productive and positive student-teacher relationships are identified as an important characteristic of highly performing schools catering for middle years’ students, it needs to be acknowledged that good teachers and school leaders at all levels of schooling is what works. • It is therefore debateable whether at least some aspects of the philosophy and enactment of middle schooling is any different from ‘good’ teaching and effective schooling generally in all school types.
The literature is clear in advocating ‘middle schooling approaches focusing on quality teaching and enhanced learning’ rather than on school type. Therefore it is what happens in the classroom to support learning and what happens across the school to cater for the specific developmental, cognitive, physical, emotional and social needs of Year 7 and 8 that makes the difference. Not school type. The research on middle schooling and its implications to provide quality education to Year 7 and 8 students is as applicable to full primary school as it is for other schooling types.

A bright future at Shirley and Avonside With a brand new state-of-the-art campus on their horizon and a host of new opportunities to offer students, it is a great time to enrol at Shirley Boys’ High School and Avonside Girls’ High School. The two schools will relocate to their new site, at QEII Park, in time for Term 2 of 2019, so students who enrol for next year will be at the new schools in their second year of high school. Being able to start from scratch has enabled the architects to create the ‘ultimate campus’. It features a large Performing Arts Centre (with a 750-seat and a 100-seat theatre), three full-sized gyms (complete with climbing wall), a cultural space and four sportsfields. Each school will also have a long list of its own specialist learning facilities, including: • Electronics Lab • Recording Studios • Editing Suites • 2D and 3D Printing Room • 6 Science Labs • An Indoor Fitness Centre Avonside Girls’ principal Sue Hume says the students will spend most of their day in a single sex environment. “That’s important to us. The research clearly shows that single sex education benefits both girls and boys...boys do better academically and girls participate more when they have space to learn and focus away from the opposite gender,” says Sue Hume. John Laurenson says being co-located will enable both schools to offer their students more. “We’ll be able to work together to deliver more specialist subjects so we can widen our curriculum and we will be able to co-operate on things like school productions. Obviously there will be lots of social and educational advantages to this.” A large bus network is being created to help make travelling to and from the campus easy, and the schools are also working with local authorities to create safe cycling and walking routes to the site. While the new zone hasn’t been finalised yet, the schools’ intake for next year will be based on their current zones. That is good news for any families considering out-of-zone enrolments. Much of the school’s existing zones now sit in the residential red zone so there is plenty of space.
